Job Summary:
This position plays a vital role in ensuring the safety and quality control operations of the Firm. It is responsible for overseeing various field activities carried out by contractors to ensure compliance with OSHA regulations and Federal Pipeline Safety Standards (49 C.F.R. Part 192) for the transportation of natural and other gases. Key responsibilities include non-manual compliance monitoring of field activities, such as inspecting transmission pipelines, regulator stations, and distribution systems to verify adherence to federal regulations and internal Operations and Maintenance (O&M) manuals. The role also involves maintaining accurate records and coordinating safety requirements across departments. Additionally, the Welding Inspector provides on-site oversight of contracted welders, ensuring proper procedures are followed and welds are visually inspected and approved based on the inspector’s industry knowledge and independent judgment.

Job Duties:
•    Supervise and direct pipeline and gas distribution field activities conducted by contractors, ensuring compliance with federal regulations, construction standards, company policies, and safety requirements.
•    Apply independent judgment to monitor and assess whether third-party contractor work meets all applicable standards and codes.
•    Make informed decisions regarding adherence to federal codes and regulations, including the authority to issue stop-work orders when non-compliance is identified.
•    Conduct quality control inspections of contractor work to evaluate and confirm compliance with relevant codes and standards.
•    Use discretion to assess the severity of any deviations from regulatory or policy compliance and take appropriate corrective actions.
•    Determine the necessity for specialty crews and coordinate their scheduling by interpreting federal code requirements applicable to third-party specialty work.
•    Maintain accurate records of contractor work, documenting performance from both safety and efficiency perspectives.
•    Perform daily safety inspections to verify compliance with OSHA standards and promote a safe work environment.
•    Observe, document, and report daily construction activities to both ENE and the client, ensuring transparency and accountability.
•    Oversee and verify that the utility’s Operations and Maintenance (O&M) procedures, as well as federal regulations, are properly followed and implemented.
•    Track and document pipe stencil information, including wall thickness, grade, and heat numbers, ensuring that data is recorded for any cut pipe joints.
•    Perform additional duties as assigned, supporting overall project and safety objectives.

Qualifications:
•    Minimum of 5 years of work experience in the utility or pipeline industries or a related industry
•    AWS CWI or CPWI certification required
•    API 1169 certification preferred
Preferred Qualifications:
•    Knowledge of gas distribution, pipeline and/or facility code requirements and procedures (OSHA, 49 C.F.R. Part 192, regional codes, operation manuals, etc.).
•    Knowledge of different types of metals alloys, their properties, and how they behave
•    Knowledge of NDT techniques like ultrasonic testing (UT), radiographic testing (RT), magnetic particle testing (MT), liquid penetrant testing (PT), and visual inspection
•    Knowledge in interpreting welding procedures specifications (WPS) and welding procedure qualification records (PQR)
•    Skill in problem solving and recommend corrective actions to prevent recurrence
•    Skill to be detailed oriented to record inspection results, generate reports, and communicate findings to stakeholders
•    Skill to have a keen eye for detail to detect even minor welding defects
•    Skill in determining whether a weld needs to be repaired or replaced
•    Skill to have effective communication both written and verbal to convey information
•    Ability to lead and build relationships with other workers
•    Ability to have unquestioned business and personal integrity
•    Ability to participate in daily safety briefing (tailgate, JSA meeting)
•    Ability to lead and direct crew welders to ensure welding procedures are being adhered and compliance met
