PRIMARY DUTIES AND RESPONSIBILITIES
· Oversee and direct pipeline and gas distribution field activities performed by contracting company personnel ensuring that applicable federal laws and construction standards, company and safety policies, and regulatory requirements are met
· Review, verify, and ensure that the construction schedule is met and that the project is constructed as designed and in accordance with all applicable specifications, including engineering drawings
· Utilize independent judgment in monitoring and determining whether the applicable standards being met by third party contracting employees
· Utilizes independent judgment in determining whether applicable federal code and/or standards are being followed and satisfied and in directing the work, and placing a stop work order when the work being performed by contractors is not in compliance
· Perform Quality Control checks on work being performed by contractor crews to evaluate and ensure code compliance
· Exercise discretion in determining the needs for and scheduling specialty crews which involves interpreting the code to determine the federal requirements for third party specialty crews such as Tapping and Stopping crews for field compliance
· Record an accurate record of work performed by contracting company personnel from safety and efficiency perspectives
· Conduct daily safety inspections to ensure work is performed in compliance with OSHA standards and applicable ENE and/or client standards
· Oversee, direct, and approve of excavation, backfill, boring, pipe installation, purging, gas line activation, pressure testing, recording and documentation specific to client needs, verifies locates, and exposes and spots utility crossings
· Observe, document, and report daily construction activities to both ENE and the client
· Ensure, oversee, and approve that specific utility’s O&M procedures and federal regulations are being followed
· Participate in daily safety briefing (tailgate, JSA meeting)
· Ensure contractor and crew have proper Operator Qualification’s for the tasks being performed.
· Coordinate construction activities with landowners as needed and resolve customer disputes with client management
· Perform all other duties as assigned
MINIMUM QUALIFICATIONS
· Minimum of 10 years of work experience in the utility or pipeline industries or a related industry.
· API 1169 certification preferred.
KNOWLEDGE, SKILLS, ABLITIES
· Knowledge of gas distribution, pipeline and/or facility code requirements and procedures (OSHA, 49 C.F.R. Part 192, regional codes, operation manuals, etc.)
· Knowledge of utility systems, to include their design, installation, operation, and maintenance
· Knowledge with utility construction materials, methods and equipment
· Knowledge in reading and interpreting utility plans, blueprints, and technical drawings
· Skill to have a keen eye for detail in record observations, violations, and corrective actions taken during inspections
· Skill to assess complex utility issues, troubleshoot problems, and develop practical solutions
· Skill in effective communication both written and verbal to communicate with stakeholders, contractors, utility personnel, and property owners
· Ability to lead and build relationships with other workers
· Ability to have a strong commitment to safety protocols and procedures to ensure the safety of workers and public
· Ability to conduct thorough and accurate inspections of utility installations to ensure compliance
· Ability to have unquestioned business and personal integrity
· Ability to make informed decisions and prioritize tasks based on the severity of identified issue
