Job Summary:
The Project Engineer is responsible for planning, organizing, and executing project scope development, cost estimation, and overall management of assigned projects. This role provides technical support to the Construction and Turnaround Departments during construction, commissioning, and startup to ensure proper installation and execution.
Job Duties:
• Actively participate in and adhere to all site safety programs, ensuring compliance with safety policies both in the office and in the field.
• Oversee project objectives and performance standards, including scope development, cost management, scheduling, quality control, mechanical performance, design safety, constructability, environmental compliance, customer satisfaction, and legal/regulatory adherence.
• Follow established stage-gate processes for initiating, developing, and executing capital projects. Maintain all relevant project documentation and manage the document approval process.
• Work independently and collaboratively with cross-functional teams—including Process Design, Electrical/Instrumentation Engineering, Reliability Engineering, Operations, and Construction—to successfully complete projects.
• Monitor and report monthly on project costs, including cash flow forecasting. Manage change orders, scope control, external engineering contracts, and material quality assurance.
• Oversee detailed design and major material procurement for assigned projects while supporting various departments, including Process Engineering, Operations, and Construction, in their project-related responsibilities.
• Manage the Management of Change (MOC) process, leading Pre-Start-Up Safety Reviews (PSSRs) to ensure the safe commissioning and startup of new installations.
Qualifications:
• Minimum of a Bachelor of Science degree in Mechanical or Civil Engineering from an accredited University.
• Minimum of 2 years’ experience as a Project Engineer; preferably in a Petroleum Refinery however experience in Chemical or Power Industries will be considered.
• Adequate knowledge of commonly used industry engineering standards, practices and procedures specific to the oil refining process.
• Adequate computer skills of all commonly used software programs such as Microsoft Office.
• Working knowledge of other software including PV Elite and CEASAR II is desirable but not required.
