About the Opportunity: Sterling Engineering's client is looking for a Project Controls Specialist to join their organization. Job Duties:
  • Lead and manage the establishment of project controls governance and work breakdown structures (WBS) for complex, large-scale investment projects.
  • Continuously analyze and utilize Earned Value Management (EVM) methodology to keep project deliverables on schedule and within budget.
  • Organize and balance project hierarchies within Primavera P6, including resource loading and milestone tracking consistent with project objectives.
  • Identify and resolve potential baseline changes by maturing trends, gaining approval, and implementing mitigation strategies.
  • Minimize financial risks by working with Project Accounting to support monthly accruals and performing forensic schedule analysis to support claims.
  • Motivate and mentor junior staff within the project controls group, fostering a culture of knowledge sharing and professional development.
  • Ensure the consistent production of periodic status reports, including earned value metrics, cost forecasts, schedule performance, and revenue.
  • Collaborate with Project Managers and performing organizations to create, update, and maintain integrated master schedules and cost baselines.
  • Drive and implement innovation in project controls technology to align with cutting-edge engineering and modular technology cultures.
  • Prepare regular reports for senior management regarding Level 2 and 3 milestone completion, critical path analysis, and project health.
Qualifications:
  • Bachelor’s degree in Construction Management, Engineering, Project Management, Accounting, or Business Administration (Advanced degree or AACE certification preferred).
  • Minimum of 8 years of experience in project planning, scheduling, or a project controls organization, specifically with large-scale projects.
  • Proven ability to perform critical path analysis and forensic schedule analysis to support complex project structures.
  • Strong understanding of Oracle Primavera P6 and Earned Value Management (EVM) methodologies is required.
  • Excellent technical writing, presentation, and interpersonal skills, with the ability to coordinate conflicting demands and priorities.
  • Demonstrated ability to adhere to rigorous Quality Assurance standards (NQA-1) and federal regulations (10 CFR 50 Appendix B).
  • Strong communication skills to work cross-functionally with Project Directors, Accounting, and multidisciplinary technical teams.
